The partial veto was enacted by President Ahmet Necdet Sezer Thursday due to what were perceived as flaws in three articles of the legislation. These dealt with the failure to specify what method would be used to privatise the operations of the nuclear power stations.
Sezer also said that the cost of decommissioning old nuclear power stations, which would be borne by the state, should be debated by the parliament as this brought into question the cost effectiveness of this form of power generation.
