Final shape given to draft anti-terror legislation
The article covering the financing of terrorist organisations was altered in order not to discriminate between direct or indirect payments and criminalising all types of financial contributions.

ANKARA - The Turkish parliament’s Justice sub-committee is finalising the controversial article 6 of the government’s new draft anti-terror laws on Wednesday.


The sixth article of the draft legislation covers the effective repentance of terrorists and has led to controversies, with claims that it could lead to the release of the imprisoned leader of the terrorist group the PKK, Abdullah Ocalan.

Following the controversy that arose over the article, the government sought the views of related institutions regarding the draft.

Some articles in the draft legislation were altered in the sub-committee process, including the abandoning of home imprisonment but seeking the carrying out of a sentence in prison for members of the anti-terror security forces who were found guilty of crimes.

The sub-committee expanded the article covering sentences of closure for publications that encouraged terrorist activity, praised it or made propaganda from 15 days to a month. The article would include all types of publications instead of quotidian or regular ones as was referred to in the initial draft.

One of the other alterations was that that from now on the courts replacing state security courts would be able to try children that are above 15 of age.

The sub-committee retained the article that those persons who had retired from serving in anti-terror security forces would retain the right to use arms in an attack against themselves and their family members. Security forces insisted on this article being included.

The sub-committee consisted of the deputies from the ruling Justice and Development Party alone as the main opposition Republican People’s Party refused to take part in protest against the controversial article 6.
